Yup, he is "that guy" from Steel Heaven description, The-Main-Evil-Guy, The First One!

He have an ability to change the type of his armor and weapon, from the flexible thin armor and knife, to super-heavy-tank-armor and big-gun-what-can-destroy-whole-mountain.
Also he is a leader of Guards, a long time ago he was an angel, but took over the Factory and build his own army of guards.
Right now he govern from a castle in Capital. And actually he killed the King and told princess that angels killed her father.

From which set did those two black ankle plates come from? Were they painted? Just asking because I don't remember seeing any on those colours

That plates are from 7156 Corroder, without stickers.
